Preferred Education and/or Experience: Bachelor's or Graduate degree in geographic information systems, geography, environmental, biology, conservation or related field; plus two years of work-related experience using geospatial systems for mapping and analysis in support of wildlife management, natural resources conservation or similar field. Experience performing data conversion and imports from spreadsheets, delimited or other database formats using Python scripts. Proficiency in MS Office, Google Docs, Adobe Products and GIS software, SQL and PostgreSQL database environments. Experience collecting and compiling geospatial information using survey notes, graphs, global positioning systems, aerial photography and other digital remote sensing techniques and from other diverse sources. Proficiency determining map content, layout, scale, size, projection, colors. Excellent written and oral communication skills and the ability to convey geospatial information and concepts to the non-technical audience. Experience with searching and obtaining data from GeoStor or other federal or state spatial data clearinghouses to integrate with agency data. |
Knowledge, Abilities, and Skills: Knowledge of principles and methods for describing the features of land, sea, and air masses, including their physical characteristics, locations, interrelationships, and distribution of plant, animal, and human life. Knowledge of design techniques, tools, and principles involved in production of precision technical plans, blueprints, drawings, and models. Knowledge of global positioning technology, graphics, and photo imaging software. Ability to analyze information and evaluate results to choose the best solution and solve problems. Ability to read and interpret maps, charts, aerial photographs, and statistics.

Preferred Knowledge, Abilities, and Skills: Ability to make independent decisions, prioritize work and solve problems in support of agency business units. Understanding of applied mathematical and cartographic principles used in GIS. Experience creating interpretive maps, charts, and reports. Working knowledge of database systems and design, computer operating systems, file and network navigation. Experience with developing technical documentation and providing technical support for GPS and GIS to end users. Experience identifying data gaps, collecting, creating and editing features according to procedures, standards, and guidelines. Ability to quickly identify and trouble shoot hardware, software and database issues. Ability to establish and maintain effective working relationships in order to validate essential information for project completion by communicating with end users, field personnel and the public. Basic understanding of biology and conservation practices. Understanding of state game and fish management programs and state and federal geospatial policies and standards. |

Job Summary: The Geographic Information System (GIS) Analyst is responsible for collecting, analyzing and interpreting geographic information utilizing geodetic surveys, aerial photographs, and satellite data. This position is governed by state and federal laws and agency policy.

Typical Functions: Identifies, scales, and orients geodetic points, elevations, and other topographic features, applying standard mathematical formulas. Collects information about specific features of the Earth using aerial photography and other digital remote sensing techniques. Compiles data and utilizes databases required for map preparation, including aerial photographs, survey notes, records, reports, and original maps. Determines map content and layout, as well as production specifications, such as scale, size, projection, colors, and direct production to ensure that specifications are followed. Examines and analyzes data from ground surveys, reports, aerial photographs, and satellite images to prepare topographic maps, aerial-photograph mosaics, and related charts. Performs other duties as assigned. |
Specific Duties and Responsibilities: The analyst will respond to incoming requests for map and analysis projects by gathering requirements from a requestor, determining the scope of the project, entering a request in project management application, identifying, collecting and organizing data for project completion, recommending best solution and drafting final product for approval. The project scope will vary greatly and many will require teamwork to complete. The analyst will document and deliver final products and plan as needed for recurring products and services. The request will include digital and hardcopy maps and map service creation for publication to web map service.
The working title for this position will be a GIS Analyst. The position will work under the general supervision of the AGFC GIS Division Chief providing spatial technology support as described above to AGFC staff and stakeholders. An extensive technical background with an understanding of GIS, networks, database management systems, computers, and their operating systems is critical to this position. Special Job Dimensions: This position may require occasional travel of up to 40%. The working title for this position will be GIS Analyst and will be supervised by the AGFC GIS Lead. The work associated with this position may be performed in a hybrid capacity: partial telework, partial work in our Little Rock Headquarters or regional office. |
