The formal education equivalent of a bachelor’s degree in mathematics, information technology or related field; plus three years of geographic information data collection and compilation experience.

Bachelor’s Degree in Data Science, Computer Science, Management Information Systems, Engineering, Information Technology, GIS or related field, or equivalent experience is required. Minimum of five (5) years of progressive, relevant GIS and information technology experience. Significant experience with enterprise geodatabases, especially SQLServer or PostgreSQL, Experience with field data collection software and processes.

Knowledge of principles and methods for describing the features of land, sea, and air masses, including their physical characteristics, locations, interrelationships, and distribution of plant, animal, and human life.

Knowledge of design techniques, tools, and principles involved in production of precision technical plans, blueprints, drawings, and models.

Knowledge of global positioning technology, graphics, and photo imaging software.

Ability to analyze information and evaluate results to choose the best solution and solve problems.

Ability to read and interpret maps, charts, aerial photographs, and statistics.

Prefer Certifications are Geographic Information Systems Professional (GISP), Asset Management Professional (AMP), Project Management Professional (PMP), and Proficiency with ESRI Products (ArcGIS Online, ArcGIS Pro, ArcGIS Enterprise, Project Management software, SQL Relational Databases, Microsoft Office Products, Google Suite, Adobe, and Avenza. The Senior Geographic Information System (GIS) Analyst is responsible for collecting, analyzing and interpreting geographic information utilizing geodetic surveys, aerial photographs, and satellite data.  This position is governed by state and federal laws and agency policy.

Identifies, scales, and orients geodetic points, elevations, and other topographic features, applying standard mathematical formulas.

Collects information about specific features of the Earth using aerial photography and other digital remote sensing techniques.

Compiles data and utilizes databases required for map preparation, including aerial photographs, survey notes, records, reports, and original maps.

Determines map content and layout, as well as production specifications, such as scale, size, projection, and colors, and direct production, to ensure that specifications are followed, and inspects final compositions to ensure completeness and accuracy.

Examines and analyzes data from ground surveys, reports, aerial photographs, and satellite images to prepare topographic maps, aerial-photograph mosaics, and related charts.

Delineates aerial photographic detail such as control points, hydrographs, topography, and cultural features using precision stereo plotting apparatus or drafting instruments.

Candidate will possess knowledge, skills and abilities in the integration asset management, relational database management systems and spatial technology/geographic information systems integration or the capacity to gain knowledge, skills and abilities in these area which are a critical need. This position will serve in the lead role from the GIS Division in coordinating with Directorate, GIS, IT and Operations on advancing the Capital Resource Management efforts. Position will be responsible for assuming a significant role on resource management committees and work groups to develop, deploy and maintain guidelines, best practices and procedures within AGFC for collecting geometry and attribute data in support of this effort.  The asset manager may work with other initiatives aimed at efficient and effective integration and scalability with other information systems within the agency such as: work order management systems, inventory, facilities management, project management programs, relational database management systems (RDBMS), geographic information systems (GIS), and building information modeling (BIM). Candidate may be required to develop and deliver in-house training for data collection. Supervision of field staff or contract labor team collecting field data may be required.
