Minimum Education and/or Experience:

The formal education equivalent of a bachelor's degree in biology, zoology, botany, or a related field; plus three years of experience in wildlife management, including one year in a leadership capacity.

Preferred Education and/or Experience:

Master’s degree in Fisheries or Wildlife Science, Natural Resources, Wildlife Ecology, Environmental Law, Environmental Science, Biology, or other closely related field plus 2 years of relevant job experience.  A bachelor's degree may be substituted in lieu of a master’s degree.

Knowledge, Abilities, and Skills:

Preferred Knowledge, Abilities, and Skills:
  • Working knowledge of local, state, and federal environmental laws, statutes, and regulations; environmental and technical evaluation and assessment techniques; fish and wildlife best management practices; life history and ecology of Arkansas species, and associated habitats
  • Knowledge of wildlife research and management principles, including habitat management techniques
  • Ability to: communicate effectively and deal with controversial issues objectively and in a professional manner
  • Accurately determine effects of actions on species and make appropriate decisions to the benefit of the wildlife resource
  • Establish and maintain effective working relationships with agency staff and other agency representatives with a high level of professionalism
  • Communicate data, reports, and recommendations to individuals and groups in a technical and non-technical manner both verbally and in writing
  • Computer skills including use of project management software such as ClickUP and also experience with access database and GIS (ESRI or QGIS) programs

Job Summary:

The Arkansas Game and Fish Commission (AGFC) Environmental Coordination-Conservation Program Biologist II is responsible for supervising the environmental review section of the AGFC Environmental Coordination Division.  This position is governed by state and federal laws and agency/institution policy.

Typical Functions:
  • Supervises a small professional staff by interviewing, recommending hire or termination, assigning and reviewing work, evaluating employee performance, and training employees.
  • Plans and directs studies and surveys of game and fish species and collects and analyzes data on game and fish species.  Analyzes and develops recommendations on district game seasons, wildlife management areas, fish re-stocking, and game re-establishment.  
  • Prepares activity and program reports and writes research papers or articles on game and fish studies for publication.
  • Prepares and submits wildlife management or fisheries plans.  Develops and monitors expenditures and reviews and approves purchase requests for supplies, equipment, food plots, and stocking and relocation of wildlife.
  • Coordinates district and division programs with various state, federal, and private industry officials and makes presentations to civic groups, schools, and clubs. 
  • Conducts public meetings to explain new and/or proposed rules and regulations and/or to hear complaints about wildlife management.  
  • Performs other duties as assigned.
Specific Duties and Responsibilities:
  • Supervises a team that performs environmental reviews to assess the potential impact of proposed projects on fish and wildlife and their associated habitats
  • Delegates project assignments through the use of project management software. Examples of such projects include roads, bridges, dams, public utilities, watershed management plans, Clean Water Act Section 404 applications, National Environmental Policy Act (NEPA) documents, etc.
  • Researches, assembles, and analyzes data for reports and letters describing the environmental considerations to avoid or reduce the impact of complex proposed actions on fish and wildlife habitat
  • Works with federal and state agency partners, as well as private entities and NGOs, to develop mitigation strategies to offset impacts on fish and wildlife resources, including Species of Greatest Conservation Need
  • Provides guidance to project proponents and consults with state and federal agencies on project impacts on the resources under AGFC purview per Amendment 35 of the Arkansas Constitution
  • Coordinates with the U.S. Fish and Wildlife Service under the Endangered Species Act (ESA), Bald and Golden Eagle Protection Act (BGEPA), Migratory Bird Treaty Act (MBTA)
  • Reviews federal water development projects under the authority granted to state wildlife agencies by the Fish and Wildlife Coordination Act (FWCA)
  • Represents the agency at state inter-agency meetings, scoping meetings, public meetings, and reviews and prepares responses to agency or public comment requests
  • Will help develop and implement a web-based environmental review request tool
  • Will work closely with internal and external partners on the development and use of this review tool
  • May represent the agency on the Interagency Review Team for mitigation banks and communicate regularly with staff regarding wetland development and mitigation bank site review
Certificates, Licenses, or Registrations:

Must possess a valid Arkansas driver’s license

Special Job Dimensions:

Frequent in-state travel and field work with exposure to inclement weather is required. 

Occasional exposure to hunters and dangerous animals may be required.
